Challenge:  A federal organization required a comprehensive, behavior-based training program on workplace safety and prevention of interpersonal harm — content that is legally mandated, high-stakes, and historically difficult to design in ways that drive real behavior change rather than mere compliance completion. The program needed to reach both individual staff and the trainers responsible for delivering it across decentralized locations. Existing materials were dated, lacked scenario-based application, and were not meeting learner engagement or retention benchmarks.

Solution:  Designed and developed a two-track blended program: (1) an online eLearning course built in Articulate Rise 360, incorporating self-recorded and Camtasia-edited video content to introduce concepts, model behaviors, and present realistic scenarios for learner reflection; and (2) a train-the-trainer (TTT) program equipping organizational trainers with the skills, materials, and facilitation guides to deliver in-person sessions.

The Rise 360 course included scenario-based knowledge checks, drag-and-match activities, reflective exercises, and branching decisions designed to move learners beyond passive information consumption. Designed for accessibility across a globally distributed workforce — every lesson integrates both audio narration and written text, allowing learners to engage in the format best suited to their connectivity and learning context.

Outcome:  Delivered a program that met legal compliance requirements while meaningfully improving learner engagement and reported confidence compared to prior iterations. Trainers who completed the TTT program reported feeling significantly more prepared and confident facilitating sensitive conversations.
