Challenge: A federal agency needed behavior-based training on workplace safety and preventing interpersonal harm. The content was legally required, and the training had to change behavior, not just track completion, for both staff and the trainers delivering it across decentralized locations. Existing materials were outdated, lacked scenario-based practice, and weren't meeting engagement or retention goals.
Solution: Designed a two-track program. Track 1: an online course in Articulate Rise 360, with video recorded and edited in Camtasia, using scenario-based knowledge checks, drag-and-match activities, reflective exercises, and branching decisions. Every lesson paired audio narration with written text, so learners could choose the format that suited their connectivity. Track 2: a train-the-trainer program that gave organizational trainers the skills, materials, and facilitator guides to deliver in-person sessions.

Outcome: Met legal compliance requirements and improved engagement and reported confidence compared with earlier versions, reaching 3,500+ staff across 61 countries. Trainers who completed the program reported feeling significantly more prepared to deliver the training.
